ESSA Guidelines for Using Appropriated Funds for Federal Programs
How Schools Can Use Federal Funds
The Every Student Succeeds Act (ESSA) provides guidelines for the expenditure of federal funds for programs such as: Title I Parent & Family Engagement, Gear-UP, 21st Century, Head Start, early childhood education, and homeless children and youth. Staff development programs related to building the capacity of parents and families to support their child's education are also eligible for these funds.
To use appropriated funds for purchasing family engagement materials, consider the following guidelines. Family engagement and student academic achievement materials must be evidence based.
Federal funds can be used for materials that:
- Assist parents in understanding the education system, the requirements of Title I and their rights as parents.
- Support increased student academic achievement.
- Educate school staff in how to effectively engage and communicate with families.
- Assist families and their children in the entry and exit transition at every school level, including early childhood, elementary school, middle school, high school and career readiness programs.
- Enhance early learning programs for children under the age of six.
Local Education Agencies (LEA) encourage educators to communicate with parents and families in a clear and easily accessible format and language. An effective means of outreach for many parents and families is the posting of current information on websites and social media.
The materials published by The Parent Institute meet these guidelines and are available in English and Spanish.
