ESSA Guidelines for Using Appropriated
Funds for Federal Programs

How Schools Can Use Federal Funds

The Every Student Succeeds Act (ESSA) provides guidelines for the expenditure of federal funds for programs such as: Title I parent & family involvement, Gear-UP, 21st Century, Head Start, early childhood education, and homeless children and youth. Staff development programs related to parent and family engagement are also eligible for these funds.

To use appropriated funds for purchasing family engagement materials, consider the following guidelines. Family engagement and student achievement material must be research and evidence based.

Federal funds can be used for materials that:

  • Assist parents in understanding the education system.
  • Support student achievement.
  • Educate school staff in how to engage families effectively.
  • Assist in the transition from early childhood education programs to local elementary school programs.
  • Enhance preschool programs for children under the age of six.

Local Education Agencies (LEA) encourage educators to communicate with parents and families in a clear and easily accessible manner. An effective means of outreach to parents is the posting of current information on websites and social media.

The materials published by The Parent Institute meet these guidelines and are available in English and Spanish.
